The current Act classifies children’s products for children 13 years or younger depending on the hazard and prescribes the procedure needed for the safety control of children's products. Infant products are not separately defined or controlled, however.

Infants two years or younger have premature immune systems, etc., and they are weak against harmful substances. Therefore, more rigid safety control is required.

In addition, the current Act prescribes that, if there is any conditional change such as change of raw materials, safety certification, safety confirmation, and supplier conformity confirmation procedures are required. The safety control procedure for children’s products has serious insufficiency.

Therefore, the products being used or to be used by infants 2 years or younger are defined as infant products that are subjects of safety certification, and they should undergo rigid safety control.

In addition, it there is any change in the raw materials or manufacturing process of children’s products, application for change of safety certification or report of change in safety confirmation is required, and they shall be subject to the supplier conformity confirmation procedure.

The purpose is to improve the safety of children’s products and to prevent possible accidents (Establishment of Article 2, Subparagraph 1-2, Article 2, Subparagraph 9, Article 17(2), Article 22(1), and Article 25(4).
