1. Reasons for Amendment
This Amendment addresses unrealistic driving school regulations to update them in keeping with the times, identifies and makes sensible improvements to inadequate provisions to create a high-standard learning environment, and newly inserts and modifies provisions required for licensing work, thereby aiming to ensure work efficiency and system reliability by addressing and improving upon a number of weaknesses that have emerged from the operation of the current system.
2. Major Provisions
A. Prescribe a form in accordance with newly inserted provisions concerning the destruction of drivers’ licenses (Article 76-2, attached Form 57-2).
B. Newly insert methods for receiving drivers’ licenses (Article 78-2).
C. Amend passing criteria for qualifying examinations for driving school instructors (Article 118).
D. Add locations where speed limits vary according to the time of day to the list of locations with variable speed limit signs (attached Table 6).
E. Newly insert no traffic/traffic restriction signs used for dispositions administered by commissioners of City/Do police agencies (attached Table 8).
F. Clarify standards on the aggravation of administrative sanctions (attached Tables 12, 17-2, 34, and 35).
G. Add types of construction machinery that require a driver’s license (attached Table 18).
H. Newly insert special traffic safety training incentives (attached Table 28).
I. Update test course training methods for motorcycle licenses (attached Table 32).
J. Tighten administrative disposition criteria for failure to comply with driving school instructor ratios (attached Table 35).
K. Change fees for issuing international drivers’ licenses (attached Table 36).
L. Modify forms concerning drivers’ licenses (20 forms including attached Form 30).
